These are all good questions about the Rail Runner. But in an attempt to answer the will-it-ever-break-even question, the simple answer is no. I&#039;m no expert on public transit, but I don&#039;t know of a public transit that isn&#039;t subsidized to some extent by government. The New York Times says today (Saturday, May 10) in a front page story that mass transit systems rely on fares to cover about a third of their costs and depend on sales taxes and other government funding for the rest.
