Someone will get the short end of the stick, either by not having the funding for the infrastructure, people at a continued economic disadvantage due the lack of local retail stores & driving long distances (gas prices anyone?), or more urban sprawl to the advantage of the developers and a negative impact to the region with an increased Urban Heat Island Effect.
