Before many any conclusions we are folks to come discuss a mock operational budget process that was used by our group to come up with a mock budget to gauge the feasibility of incorporation. 		<description>It&#039;s worth noting that the BBER analysis addresses only a normalized, on-going government with possibly a lower level of services than currently provided by the County.  The pro-forma budget does not include administration costs.  Absent a Charter that defines the structure of the new city (city manager, mayor executive, ?) those costs cannot be defined.  Also, the study does not address the cost or method of acquiring existing County facilities within the proposed boundaries (community centers, pools, sheriff sub-stations, fire stations, etc.).  As an Albuquerque City resident, I anticipate less requests for City support of MDC, for example, since County revenues continue with decreased expenses.  Those decreased expenses result, in part, from reducing the County labor force whose jobs are based on South Valley needs.</description>
