Puerto Rico was annexed to the USA on 1898. US Congress never officially said that PR is an unincorporated territory. The "unincorporated" term was used by a court (Balzac vs Porto Rico), but Puerto Rico's status belongs to Congress, NOT to any court.

Puerto Rico is under US Congress plenary power... Puerto Rico is an American territory. There's not such thing as a "country in association wth the US".

The news story is incorrect, Puerto Rico has never been annexated. It was and still is an unincorporated commonwealth, self governing country with it's own constitution since 1952 in an association with the US. http://www.un.org/News/Press/docs/2006/gacol313...

Puerto Rico is a nation, Puerto Ricans are a nationality and Puerto Rico is still a nation (non -sovereign)because it has not been annexated as a state or incorporated territory, it has under international law a recognized self -determination process (See: United Nations Decolonization Committee). Puerto Rico still is a latin american spanish speaking and catholic country. New Mexico is annexated to the US and has no self-determination now or in the future, their main language has been lost (spanish is not the power language, native american language is also not the power language, english is) and their transculturation and assimilation is evident. Puerto Rico sees New Mexico as an exhibit of what could happen to them if they ever become a US state or incorporated territory: lost of language, lost of culture (by transculturation and assimilation), loss of national identity and loss of nationality.
