		<description>Dear Trudy Jones,&lt;br&gt;&lt;br&gt;The ABCWUA constituent members do not represent constituent water users. Neither are they accountable solely on the issues of water management. They have been given an authority as a political entity but are not elected for their duties and actions in regards to water issues. Who represents agricultural users in the region who sit on the ABCWUA? What is the source of input from diverse stakeholders in the region and how is this input assimilated into the decision-making process of the ABCWUA? Where is the science provided in the decision-making process provided with equal status to that of politicians? WHo represents the environment in these decisions? Where is the voice of water managers responsible for implementing allocation provided with a voice in the decisions?&lt;br&gt;&lt;br&gt;&lt;br&gt;&lt;br&gt;It appears as though we need to rethink the structures of the entities that make decisions on the issues of land use and water use and begin to establish the new structures capable of doing so.&lt;br&gt;&lt;br&gt;&lt;br&gt;&lt;br&gt;Martin</description>
