My guess is PNM will be allocated a large allowance of credits (via Bingamen) which they can turn around and sell to other energy companies who will be allocated a lesser amount? Can you say &quot;bottom line&quot;, and &quot;stock price&quot;? Jus look at PNM stock over the last 18 months. They are desperate to sell &quot;carbon credits&quot;. Vote no on cap and trade! If we really want more energy and less pollution there are two solutions: nuclear and natural gas.</description>
