		<description>One solution would be to use the paper based voting system from PenVote.  It is 50% the cost of optical scan, and is a far better voting experience.  A voter can immediately see how their marks were interpreted alongside a high resolution image of their filled out ballot--all before casting their vote.  Optical scan voting does not allow this.  It simply sucks it in and says &quot;Thanks for voting&quot;.  Plus we print on plain copier paper. Diebold will gouge you if you lease from them, they make their profit with exhorbitant maintenance and software fees as well. &lt;br&gt;&lt;br&gt;If you want to spend money, perhaps have the state IT dept configure some election management software and use optical scanners similiar to what Banks or the Postal Service use (but smaller) to scan and sort thousands of documents each day. &lt;br&gt;&lt;br&gt;Voting Vendors make their money by gouging for the service. 		<description>The problem is obvious!  Mexicans are just too honest to put up with ES&amp;S garbage.&lt;br&gt;&lt;br&gt;Or maybe ES&amp;S just cheaped out on them... Mexican officials weren&#039;t getting big enough kickbacks from ES&amp;S/Diebold(Premier)/Sequoia organized crime family to put up with that vote machine garbage.  &lt;br&gt;&lt;br&gt;But also, Mexico doesn&#039;t have the GOP telling their politicians how to finesse silly little problems like the &gt;&gt;&gt; 18,000 missing vote in Sarasota.&lt;&lt;&lt;&lt;br&gt;&lt;br&gt;Seriously folks... isn&#039;t it just a matter of time until these people get indicted?  God, I hope so.</description>
