Governor Bill Richardson announced Friday afternoon that he will present a counter-proposal to Democratic and Republican caucuses in the House and Senate before the start of the special session Saturday. He also pushed back the start time of the session from noon until 2 p.m.
Earlier in the afternoon Richardson met with legislative leaders to discuss a proposal they put forward.
