Remember that the legislative leadership warned the state agencies of the pending crisis, and the administration&#039;s response was to have DFA Secretary Miller direct every agency to ignore the legslature&#039;s warnings (and keep re-arranging those deck chairs).  &quot;Why?&quot; is the more interesting question.  Obviously a lame duck with an unknown departure date wants to keep the people happy and friends employed as long as possible.  Or maybe it&#039;s just a leadership vacuum sucking reality out of the air.  Whatvever the cause, it hasn&#039;t helped.  &lt;br&gt;&lt;br&gt;On that point, inquire as to the proposals to fix the budget and I think you&#039;ll find that the administration&#039;s plans tend to a greater extent than others to defer as much pain and problem to the next governor and future legislatures as possible, and Senators like Ortiz y Pino know that will turn his problem of today into his and his colleagues&#039; (not to mention constituents&#039;) bigger problem of tomorrow.</description>
