A controversial bill that would have authorized issuance of “sponge bonds” as a way to free up capital outlay money failed in the Senate Thursday evening after a long and heated debate. But immediately after the 19-20 vote, which did not fall along party lines, a different bond bill passed with only four dissenting votes. Senate Bill 29 would free up $136 million to help fill the state’s $660 million budget gap for the 2009 fiscal year.
During the debate on the first bill, some senators expressed frustration with phone calls they had received from constituents. The calls were part of a campaign by a coalition of organizations called Better Choices New Mexico. The coalition sent robocalls to constituents of Sens. Michael Sanchez, Tim Jennings, George Munoz and John Arthur Smith. Constituents in four House districts also received robocalls encouraging them to call their legislators and urge them not to cut education.
The sponge bond vote was described as “politically scrambled” by Santa Fe New Mexican reporter Steve Terrell via Twitter.
