		<description>We&#039;re back to using the &#039;B&#039; word again - &quot;I&#039;m taking bold action ...&quot; ... watch out, his lips are moving.  The legislature worked toward identifying capital outlay projects funded by recurring dollars ... Nero is looking at traditionally funded capital projects utilizing non-recurring dollars.  Our problem is to much outlay, not hedging the bet hoping for good times to return.  The budget HAS to be cut.  His legacy, or his perception of his legacy, isn&#039;t worth the solvency of the State - and bonding agencies WILL reduce our bond rating if we keep spending like drunken congressional folks of either party.</description>
