Either there is fraud illustrated there, or the system providing controls to this 800 billion dollar program is seriously flawed.  This isn&#039;t a small business that created a data base program to track expenditures and had an &#039;oops&#039; ... this is, yet again, a huge government program without adequate oversight and controls.  Fraud or foolish ... or both?</description>

		<description>It always amazes me when people dismiss poor performance and dismal quality control when &quot;big government&quot; screws something up. &lt;br&gt;&lt;br&gt;Excuses by the ton. Big government involvement in our everyday lives is the answer. When the reports started coming out about what a fiasco the &quot;cash for clunkers&quot; program turned out to be, there was this same sentiment - - well it was a simple data glitch.&lt;br&gt;&lt;br&gt;We would never tolerate such sloppiness in the private sector, yet we excuse it in government. Why is that?</description>
