		<description>It was Richardson&#039;t plan since taking office, he was going to govern and the legislature was to get out of his way, period!  His over-use of Executive Orders during his terms is just one example of this.  He has circumvented the Personnel Act to multiply the number of exempt positions, and his administration has neglected to comply with the the Procurement Act.  East Coast periodicals refer to New Mexico as one of the most politically corrupt states in the US.  We&#039;ve achieved this status under the Bill Richardson regime!</description>
