		<description>Yup, Foy is just a mudslinging GOP operative. There&#039;s no way a former chief investment officer at the Education Retirement Board could know anything about pressure being exerted on officers at that agency and the State Investment Council to award contracts and make investments that benefited the Governor&#039;s political campaign contributors and ended up costing NM taxpayers 90 million dollars. No doubt the Correras could prove how totally insubstantial Foy&#039;s allegations are - if they could be located.</description>

		<description>Sanctions intended to keep ethical complaints secret are tantamount to whistleblower intimidation.  The intent is really to protect lawmakers and public servants from corruption or misconduct charges, not to protect the public.  The US Constitution protects free speech, but as whistleblowers will tell you, its guarantee is worthless.
