JB's party has to go to smoky back rooms to get thir deals done, just like the good old days. Neither party cares about the people, and each individual legislator is too scared of his party's money machine to show some backbone and do what's right. It is not perfect by any means, but that really cannot be expected given the importance of the issue to so many people. Instead it is important to think of it as the government deciding that it wants to be held accountable for the health of its citizens. This is a double edged sword that means they are accountable to voters on the issue. This very compromise-driven bill is really likely all that could be achieved given the very nonpartisan nature of its creation based on the Republicans choosing not to be involved and to rather use the bill for political gains.
