Legislation that would create a first-ever New Mexico State Ethics Commission cleared its first legislative committee Tuesday.HB 43, sponsored by Rep. Mary Helen Garcia, passed the House Consumer and Public Affairs Committee with minimal debate.
But that doesn’t mean the legislation faces an easy path to passage. The legislation has three committee referrals, usually the kiss of death during a 30-day session. Here’s exactly what that means: now that the bill has cleared its first House committee, it must go before two more committees. If those two committees pass it, then it goes to the House floor. If the House approves the measure, it then heads to the state Senate, which must also vote on it.
A similar bill in the state Senate would also create a State Ethics Commission. It also has three committee referrals, according to the Legislature’s bill locator.
The prospect of a state ethics commission is not particularly popular among state lawmakers.
