This would have the effect of spending the same amount of money for each candidate running for a particular office.  This should make an election more a contest of ideas and record rather than funding.  The benefits form this kind of non-money focused reform are myriad.&lt;br&gt;Money is not free speech.  Money is not speech at all.&lt;br&gt;As for you in the legislature who can&#039;t pass even a modicum of ineffectual law to reign back bribery and corruption, you suck eggs.</description>
