A bill that would allow same-day voter registration at early voting sites cleared the Senate Rules Committee on a 4-3 party-line vote. The committee turned back an attempt to require government-issued photo ID when registering at early voting sites.
Sen. Majority Leader Michael Sanchez, D- Belen, absent for much of the the committee hearing, arrived in time to cast a vote to turn back the amendment and to vote for the bill. When asked for his vote on the bill, he replied, “With reservations, yes.”
Senate Rules Committee chairwoman Linda Lopez, D-Albuquerque, also expressed reservations about the bill, but voted for the bill.
When asked for public comment, numerous groups stood in support of the bill. There was no public opposition to the bill.
On the photo ID amendment proposed by Sen. Dianna Duran, R-Tularosa, the Democrats on the panel, and some of the members of the public, argued that it could disenfranchise disabled and elderly voters who may not have a government-issued identification.
The sponsor, Sen. John Sapien, D-Corrales, said that while Duran and he are friendly, he did not consider her amendment to be a friendly amendment.
