Oil companies pay a pittance in penalties

As part of its ongoing coverage of the BP oil spill in the Gulf of Mexico, ProPublica reports today that oil companies have paid relatively little in fines to the Minerals Management Service, the agency that regulates offshore oil and gas drilling. In the past 12 years, the Minerals Management Service has collected only $20 million in penalties, with the largest fine being just over $800,000. How painful are those fines for oil companies? As ProPublica reports, BP has cleared $5.6 billion in profits in the past three months alone.
