That is a decline in the teen birth rate – from 120 births for every 1000 teen girls ages 15-19, to 60 births for every 1000 teen girls.
Rates adjust for population size.
Income does make a difference, of course. And more young moms were married back then. But new families are always the lowest earning families in any decade.

Gotta love liberals. You've had 8 years or Richardson/Denish. Decades of Dems running the legislature in NM. What do you have to show for it? Teen pregnancy is all the boys fault — girls had nothing to do with it. Get real. Because I buy stuff I'm a bad guy. How much stuff do you buy? Don't like church? Don't attend. The church on my street has a nice playground and I hear kids laughing and playing there all the time. Can't do time? Don't want to be away from your kids? Don't do crime. Globalization and excessive immigration have stagnated wages and that has taken a toll on nuclear and extended families which is all the more reason for tax dollars to be spent wisely. “Any species that does not cull degenerates”?? Yeah…I think that was Hitler's take also. Wanna select your students? Open your own private school. All I know is since I can remember NM seems to be last on every list. So yeah I'm voting for whoever is not in because they couldn't do any worse.

So, do you contend that the children would be better off without special attention paid to their needs? Who is to say that things could even be worse for lack of programs and activities for children?
The sports programs in Socorro are inexpensive for parents and fantastic for our kids keeping them fit and teaching them to be good citizens.
Socorro also had a great technology based writing and publication program for the kids that will continue through the school year.
There was subsidized community childcare for working parents as well as free breakfast and lunch for any child in Socorro that needs food.
There are the school bands, dance programs and theatrical productions paid for with grants. Socorro employed some of our youth this summer also.
This is all to the good.

In 2005, Diane spearheaded the creation of the Children’s Cabinet, bringing together representatives from Cabinet departments, non-profit organizations and the courts. Diane has also been a staunch advocate of early childhood education, creating and then expanding a state program which provided access to quality education for more than 1,400 children. The pre-K program has received national praise for having a “significant and meaningful impact on children’s early language, literacy, and mathematical development.”  — SO did we get any bang for the tax buck of yet another 'cabinet'? Voter be the judge.

Is that 50% as a percentage of population? There were far fewer people around in the 60s and only one income was required to support a large family.

The federal government is CLEARLY responsible for FAILING to act!! There are no deadbeat parents, only DEADBEAT LEGISLATORS!! – FEAR the government that can TAKE YOUR CHILD!!!!! Childrens parents need HELP! NOT government interference!! Look at Georgia and Florida where a parent is GUILTY until proven innocent (Suncoast News, FL entire month of May, 2003.) There is no need to wonder why all of this! Look at unemployment and governent interference. Hence, children not having parents, pregnancy, suicide, education. Ask NOT what… They've TAKEN it!!!!! …and destroyed COUNTLESS children in the process!!!!!

This is a result of abstinence only and anti-family planning education. This is a result of keeping our girls ignorant of their own bodies and everything else. This is the result of irresponsible males feeling no obligation to stay and support the mothers of their own children. Emotional maturity need become a New Mexican ideal rather than the constant pursuit of consumption and indulgence. It is not enough to leave it to the churches with their contrived guilt trips.
This is a result of non-linear growth of prisons and prison culture. Excessive incarceration coarsens our finer culture and stunts social evolution. Most people in jail/prison are parents.
This is a result of stagnant wages so that no one can stay home to raise the kids, cook decent meals and volunteer in the community. Hence, this is a result of lack of community.
Any species that does not cull, degenerates. I think it is a great idea to fire teachers but if a teacher's career is on the line, they should be able to select their students. You can't have standards if anyone or anything can walk through the door. Time to winnow.
